The Department of Planning and Community Development have a range of useful guides which can all be accessed from the Council Governance publications page :

The Municipal Association of Victoria also has a useful guide for councillors on Land use planning in Victoria.

LOCAL GOVERNMENT PEAK BODIES AND ASSOCIATIONS

Municipal Association of Victoria (MAV)

The MAV is legislated peak body for 78 Victorian councils. It acts as an advocate for and provides a range of services to councils and councillors.

Victorian Local Governance Association (VLGA)

A peak body that has local governments, community organisations and individuals making up its membership.

Department of Planning and Community Development (DPCD)

The state government department responsible for local government in Victoria.

The professional association for local government officers.

Victorian Civil Administration Tribunal (VCAT)

VCAT was established in 1998 to offer a ‘one-stop shop’ dealing with a range of disputes.
